I recently inspected a 10 yr old home on city water.
In each of the toilet tanks there was a large silver spoon.
Any ideas as to why or the benefits?

The saying "born with a silver spoon in his mouth", comes from bacteria not being able to live on silver; but I can't see the spoon protecting the water in the tank:confused:.

Just a guess
Silver reacts to some chemical in the water.

Silver has quite a few uses in medicine and industrial use. Its certainly has merit if someone placed a silver spoon in the tank to stop bacteria or whatever else it was placed there.
