what material is required for a conduit for wiring out of electrical panel
Is a rigid metal material required?
Is it legal to use plastic like the picture? what code regulates it? Thank you.

Tiny picture. I can't see what the material is.
Typically, when PVC conduit is used outside, schedule 80 is required.
California enforces the California Electric Code, which is based on the National Electric Code. You can view it here:

However, some municipalities, such as L.A. have additional local requirements.
