I don't see a connection of the hose bib to the plumbing system. I wouldn't be surprised if that is a way to purge air from heating system.

Nick, The homeowners are asian, and asians have to be able to fill up a bucket from a tap in the bathroom.
So they can slop it all over the floors and spead the dirt around
I know from experience.
Did they have a sink sprayer next to the toilet?

Because the weekend warriors or flippers who remuddled the bathroom and did their own plumbing without a permit, had no clue what to do with the pre-existing recirculating hot water system. Got-er-dun with a dead end valve. Obviously needs correction. Similarly befuddled when replacing the old drum trap. Ahh, the internet and DIY Depot.

as usual, you think because I joke I have no reason.
My wife is asian,
i live in asia 5 months a year
and EVERY asian house has a faucet, just like that one, in every bathroom
and every asian woman, fills a bucket to the brim and sloshes water everywhere to ( supposedly ) clean the house.
And every Asian house had a sink sprayed next to the toilet so you can washe you're A$$ after you use the toilet.
When asians learn that most americans just use toilet paper without washing after, they are horrified

Wow, EVERY Asian? You must travel a lot during those 5 months of the year to have gone to every one of 48 Asian countries and seen the households of the 3.9 billion people who live in Asia. Funny, the Asians I visited must have temporarily suspended their dirt spreading, most of their houses were quite clean.

Well, I still don't know what the spigot is for but I did learn from this thread that Asians purportedly like slopping water around their houses and Americans have horrifyingly filthy asses.

The only thing I can think of is an easy access for watering plants, but that probably reflects my own indoor overabundance of greenery more than anything. Odd, to be sure.
Wayne, since you removed the part telling me not to respond to your posts, I'd like to do so. I'm sorry that I didn't know you were joking. I didn't mean to attack you, I meant to say that I wasn't comfortable with such generalizations. In the past you've said,

...and that's why I made the comment I did about your avatar. In that thread I did thank you (twice) for the help you gave me. You went out of your way to answer my questions, and I appreciated it.
I especially wanted to reply to you because Thailand is where I spent my time in Asia (~2 months altogether), and I absolutely loved it. I am very interested in your experiences there, but this thread is hardly the place for that conversation.
I guess we both have to be more aware of the way things sound in our posts - not always like we mean them to! I know that's true of mine, anyway.
